Required cargo checks

Under 49 CFR §392.9, drivers of vehicles with cargo must inspect the cargo and securement devices:

  • Within the first 50 miles after beginning the trip
  • When there’s a change of duty status (like starting driving after off-duty)
  • Every 3 hours or 150 miles after that (whichever comes first)

Tire pressure & condition

During fuel stops or breaks, walk around the vehicle:

  • Check tire pressure by gauge (recommended) or thump
  • Look for cuts, chunks missing, uneven wear
  • Check for hot tires (may indicate low pressure or dragging brake)

Coupling checks

At each stop, verify the coupling area looks the same as when you started: air lines connected, electrical plug secure, no visible new damage.

🌙 Post-Trip Inspection (End of Day)

What “end of the day” means

At the completion of each day’s work, per §396.11. Not just when parking the truck — at the actual end of driving for that duty period. Even if you’re driving multiple vehicles in one day, you inspect each vehicle at the end of your operation of it.

The post-trip walk-around

Not as extensive as pre-trip, but focused on:

  • Any defect that developed during the day (tires, lights, brakes, coupling, cargo)
  • Anything unusual noticed while driving
  • Anything reported by dispatch or noted at check-in

What to look for specifically

  • Damaged/flat tires
  • Missing/damaged lights (bulbs, lenses)
  • Suspension problems (springs shifted, air bags leaking)
  • Brake issues (dust patterns changed, air leaks)
  • Frame damage
  • Fluid leaks under the vehicle

✍️ Writing Defects Effectively

Be specific

Vague reports create liability. Instead of “brakes bad,” write “Left rear brake pushrod travel exceeds 1.75 inches, out-of-adjustment.”

Location matters

Identify the specific location: “Right front headlight” or “Trailer axle 2, right side outer tire” — not just “headlight” or “tire.”

Nature of defect

Describe what’s wrong, not just that something is:

  • Bad: “Tire” — not descriptive
  • Better: “Tire flat” — describes state
  • Best: “Right front tire flat, no visible cause, must be replaced” — complete

What NOT to write

  • Vague descriptions (“bad,” “broken”)
  • Speculation (“might be leaking”)
  • Recommended repairs (leave that to the mechanic)
  • Legal opinions or complaints
🖊️ Sign It Yourself — Always

Every DVIR needs the driver’s signature

Signature is required whether defects were found or not. “No defect” reports still need signing. Missing signature = no DVIR = §396.11 violation.

Handwritten vs. electronic

Both are acceptable. If you use an electronic DVIR system, ensure:

  • System correctly identifies driver
  • Timestamp is captured
  • Electronic signature is present and verifiable
  • You can produce it electronically for inspectors

Don’t sign for another driver

Only sign your own DVIR for vehicles you operated. If a defect was found on a vehicle you drove, you sign that DVIR — not the dispatcher, not the mechanic.

Carrier receives DVIR

Under §396.11, the carrier must:

  1. Receive the DVIR (from driver or via electronic system)
  2. Repair defects that would affect safety or breakdown
  3. Sign certification that defects were corrected OR that correction was not necessary
  4. Retain the DVIR and certification for at least 3 months

Before vehicle returns to service

The carrier’s written certification of correction (or non-necessity) must be on file BEFORE the next driver takes the vehicle. This is the linchpin of the loop — without carrier sign-off, the next driver can’t satisfy §396.13 review requirement.

Chain preserved

Previous driver DVIR → carrier correction certification → current driver review of DVIR → current driver signs review → drives → creates own DVIR at end of day → chain continues.

🗂️ DVIR Retention Requirements

Carrier retention

The carrier must retain each DVIR (and the carrier certification of correction/non-necessity) for at least 3 months from the date the DVIR was prepared, per §396.11(c)(2).

Storage format

  • Paper: filed with vehicle records or in driver files
  • Electronic: DVIR system that can produce reports on demand
  • Both are acceptable if requirements are met

Audit availability

DVIRs must be available for inspection during compliance reviews. Missing DVIRs or inability to produce them on request is a violation independent of any specific defect.

Does the completion certificate expire?

There is no federal expiration for this training. However, best practice is to refresh every 1–2 years, and your carrier may set its own refresh interval as part of company policy. Retain the certificate in the driver’s file for audit purposes.

Does this course satisfy Entry-Level Driver Training (ELDT)?

No. ELDT theory training for new CDL applicants is a separate curriculum delivered through the FMCSA Training Provider Registry (TPR). Under 49 CFR Part 380, ELDT is required only for first-time CDL applicants and for endorsement upgrades (H, N, P, S, T).

What is 49 CFR §392.7?

49 CFR §392.7 (Condition of motor vehicle) is the federal rule requiring drivers to be satisfied that specific parts and accessories are in good working order before driving a CMV. Listed items: service brakes, parking brake, steering, lighting devices/reflectors, tires, horn, windshield wipers, rear-vision mirrors, and coupling devices. Satisfaction requires personal verification — not assumption or delegation.

What is 49 CFR §396.13?

49 CFR §396.13 (Driver inspection) establishes pre-trip duties. Before driving a CMV, the driver must: (1) be satisfied the vehicle is in safe operating condition, (2) review the last DVIR submitted by the previous driver, (3) sign the DVIR confirming review if defects were noted, and (4) confirm that defects have been corrected or that correction was certified as not necessary.

What is 49 CFR §396.11?

49 CFR §396.11 (Driver Vehicle Inspection Report — DVIR) requires drivers to prepare a written report at the completion of each day’s work covering each vehicle operated. What happens if I skip the pre-trip inspection?

Skipping the pre-trip inspection is a violation of §392.7 (satisfaction requirement) and §396.13 (pre-trip duties). Consequences include:

  • Citations at roadside inspection
  • Violations recorded in your CSA data
  • Feed into Vehicle Maintenance and Driver Fitness BASICs
  • Potential out-of-service order if defects are discovered
  • Civil and criminal liability if an accident results from an undiscovered defect
What if I find defects during my pre-trip?

If defects would affect safety or cause breakdown:

  1. Do not drive the vehicle
  2. Notify your dispatcher/carrier immediately
  3. Have the defect corrected by a qualified person
  4. Do a second pre-trip check to verify the correction
  5. Document the defect and correction

Driving a CMV with a known safety-affecting defect is a violation of §392.7 and can result in significant liability if an accident occurs.

🚛 The Seven-Zone Walk-Around

Why the seven-zone method specifically?

The seven-zone method is a proven approach used by CDL examiners, safety trainers, and experienced drivers. The value isn’t magical — it’s consistency. Walking the same zones in the same order every day builds muscle memory that catches defects your conscious brain would miss.

Different training programs use different terminology (some use 4 zones, others 8), but the principle is the same: a systematic path around the vehicle that hits every component.

How long should a pre-trip inspection take?

A thorough pre-trip inspection typically takes 15 to 25 minutes for a tractor-trailer combination. Solo units (straight trucks, buses) may take 10–15 minutes. If you can complete a full inspection in under 5 minutes, you’re not actually looking.

Time varies based on: vehicle complexity, weather conditions, familiarity with the specific vehicle, and whether defects are being found.

Do I have to do a pre-trip every day, even if I drove the same truck yesterday?

Yes. §392.7 requires the driver to be satisfied the vehicle is in good working order before driving — every time. §396.13 requires review of the previous DVIR (which could be your own from yesterday). Things change overnight: air leaks develop, tires deflate, animals damage lines. The daily check catches these.

What if I’m driving multiple vehicles in one day?

You must inspect each vehicle before driving it (§392.7 and §396.13) and prepare a DVIR at the end of your operation of each vehicle (§396.11). This applies whether you’re driving different trucks, switching trailers, or performing yard moves.

🚦 Air Brake Tests

How much air pressure is normal?

Normal operating pressure ranges vary but generally:

  • Governor cut-out: 120–140 psi (compressor stops)
  • Governor cut-in: 20–25 psi below cut-out (compressor restarts)
  • Normal driving range: 100–120 psi
  • Low-air warning activates: before pressure drops to 60 psi
  • Spring brakes engage: 20–45 psi range (automatic)
What is the 20% rule for brake adjustment?

Under CVSA Out-of-Service Criteria, a vehicle is placed OOS if 20% or more of its brakes are defective. For a typical 5-axle combination:

  • 10 total brake positions
  • 2 defective brakes = 20% = OOS

“Defective” includes: out-of-adjustment (pushrod travel exceeds specification), missing components, and other failures. The rule is per-vehicle, so trailer defects count toward the total.

Do I need special training to test air brakes?

You need to know the tests and be able to perform them, but no specific certification is required to perform daily driver-level air brake tests. Your CDL air brake endorsement (or lack of Restriction “L” on your CDL) certifies you can operate air-brake vehicles.

For brake system repair or adjustment, however, you need to be a qualified brake inspector under 49 CFR §396.25.

🛞 Tires & Wheels

What’s the minimum tread depth?

Under 49 CFR §393.75:

  • Steer tires: 4/32 inch measured in a major tread groove
  • Non-steer tires (drives, trailer): 2/32 inch measured in a major tread groove

Measurement must be in a major groove, not a decorative groove or edge groove.

Can I put a regrooved tire on the steer axle?

No. Regrooved tires are prohibited on steer axles under §393.75(d). Regrooving is allowed only on non-steer positions and only when the tire is designed for regrooving.

What about tires that look OK but are old?

Federal regulations don’t set a maximum tire age, but tires deteriorate over time even without wear. Check tire sidewall for the DOT code showing manufacture date (last 4 digits of DOT number = week and year). Many carriers set internal policies of 5–7 years maximum age regardless of tread depth. Sidewall cracking, weather-checking, and dry rot are all defects that trigger DVIR entries.

Do I have to write a DVIR every day, even if I found no defects?

Yes. Under §396.11(a)(3), a driver must submit a DVIR at the completion of each day’s work covering each vehicle operated, regardless of whether defects were found. If no defects, the report states “no defect” and the driver still signs.

Can I use an electronic DVIR?

Yes. Electronic DVIR systems are acceptable if they meet the requirements: identify the vehicle, list defects (or state “no defects”), include driver identification and signature (or electronic equivalent), and can be produced on demand. Many ELD systems include DVIR functionality.

How long must DVIRs be retained?

Under §396.11(c)(2), the motor carrier must retain each DVIR (and the carrier certification of correction/non-necessity) for at least 3 months from the date the DVIR was prepared. Longer retention is fine and often required by company policy or insurance.

What if the carrier ignores defects I reported on a DVIR?

The carrier is required to correct defects that affect safety or breakdown (§396.11(a)(4)). If they don’t and put the vehicle back in service, they’re in violation.

If you’re asked to drive a vehicle where reported defects weren’t corrected, you should refuse under §392.7. Retaliation for refusing to drive an unsafe vehicle is prohibited under federal whistleblower rules. If in doubt, contact FMCSA or an attorney.

Where do these regulations come from?

Does this apply to intrastate operations?

Federal rules apply to interstate operations. Most states have adopted FMCSR for intrastate CMV operations as well, though some variations exist. Check your state’s specific requirements alongside federal rules.

If your operation is intrastate-only or outside the United States, your local rules may add to or differ from what this course teaches.

What about the annual (periodic) inspection?

Under 49 CFR §396.17, every CMV must undergo an annual (periodic) inspection by a qualified inspector. This is separate from daily driver inspections. Documentation must be retained and either on the vehicle or at the carrier’s principal place of business. The annual inspection covers many of the same items as daily inspections but with more thorough measurement (like brake stroke measurement with tools).

What if my violation goes to DataQs?
